Rand was born in Norwich, Vt. in 1844. He was a member of Dartmouth College Class on 1863 and received his AB in 1879. He became an assistant engineer in the United States Navy, continued his career in the Navy, and retired with the rank of rear admiral in 1911. From the description of Papers, 1858-1869.
